I had been playing Fallout 3 series with medium option without any sense of slowness. I could set the texture high, by sacrifycing lighting options, and still could enjoy descent graphic in Fallout 3. However in New Vegas, where the recommending computer option is not much different from that of Fallout 3, I am setting absolutely every options as lowest, but still, I have to endure the hardenss of keeping patience when the game almost goes slow-motion, particurly when I see NPCs.

My computer option is:
Intel Core™2 Duo CPU T6600 @ 2.20GHz
Ram : 3.00GB
Grpahic Card : Nvidia GeForce 310 1GB

It's an Obsidian game that was just released. It's gonna have problems.
