Really, trade and money are a necessity, there is a mill and businesses that need trade. The local office could be "under new management".


HERE is a question:

What is the point of the East Empire Trading Company having a trade route around the south of Vvardenfell when they don't have any stops?

Why would stormcloaks want to cut off trade? They dont want to end the empire, they just dont want them ruling Skyrim. Did America stop trading with England after the revolutionary war?

There is even more questions to why the EEC is allowed a shop in Windhelm. They do, and I can only assume that it is because the EEC is actually lossely independent, but backed by the Empire. Just because you kick out the Empire's Legions from your country doesn't mean you can't trade with them either. America is close as kin to England, but ~200 years ago we were at each other's throats.
