I'm sorry that we have to revisit this topic but it isn't getting better. The water looked so murky you couldn't see, so I updated my drivers. This looked like it worked at a distance. However whenever I get too close the water is so clear it looks like I'm looking through a glass of tap water. I installed a highly recommended mod, turned it on and off, I set game settings for ultra high, I even uninstallled and reinstalled the game. It's not the file, as I mad a new game and it was the same. Please can someone just tell me what to do so I can finally be done with this problem.

You should really post some screen pics. I'm really interested as to what your water looks like.

I also have the murky water problem. This is what my water looks like now:

And I can't update AMD drivers, the update utility says I need to get the drivers from the laptop vendor. So I checked there and no updates for my laptop.

The water used to be fine, but I'm not sure if it was the latest update that made it this way.

The recent patch changed the way underwater works in skyrim.

For it to happen correctly now, I suggest deleting your ini files, and ensure you have DELETED any files relating to water mods.

Also make sure you are running the latest official drivers for you gpu to be safe.

I've deleted everything possible now, the ini's (skyrim folder and my documents folder), deleted everything from the data folder, deleted dll files etc from the main folder just to be sure.Ran the validation after to re-download missing files. The game did a video test, set quality to low. Load game, same thing. Started a new game - same water.

I don't have any mods from the workshop or nexus installed now. I don't think I had one that messed with water. The only thing left is skse, but I ran without it, and Bash which is just a tool. Only active esps now are the default two.

Still, thanks for the suggestion/help. Must be the video driver then?
