Bugs are an important aspect when reviewing a game. It can look nice, but if you can't play it, then it's crap.
As consumers, we should not be tolerant of game-breaking bugs, nor even large bugs. It's like buying a new car, only to have the AC not work, the stereo broken, and the tail-lights smashed. Sure, it drives, but it isn't what you paid for.
I play mostly PS2 and PC games, and of the dozen PS2 games I've played, I can think of only one that had a game-breaking bug, and none that had anything I could readily spot as a bug or problem. When you can't patch the final product, there's no forgiveness for tons of bugs (or even just a few outstanding bugs); if your game doesn't work at the day it's released, it never will, and your sales will stop once everyone becomes aware that the game is broken.
