wierd lingering noises after drinking potionscasting spells

I have not figured out if it is when I drink enchant potions or enchant or do alchemy, but I keep noticing that a noise is getting stuck... I mean I noise that I think happens when you do one of the above things, rather than happening and then stopping, keeps going on and on and on. the only way to stop this noise is to quit and reload.

I will be honest. I have tried to find a solution for your problem and it is proving to be harder than I thought to find this exact issue. the closest thing I came across sounds like it might work but again to be honest I have absolutely NO clue who to do this. there suggestion was to change your sound playback to 16bit. I didn't know you could change your global playback sound rate. maybe there talking just in skyrim but I have no clue if that option is in the .ini. If you know what there talking about I hope it works If not maybe someone who knows about sound cards will come in and answer this. Oh I would also make sure you are runnning up to date drivers for your sound card. If you already are you can check if they are loading wrong by going into device manager and choosing uninstall on your sound card. this will cause your system to reinstall the drivers. NOTE do NOT checkmark the delete drivers.
I really am sorry I couldn't help more but i'm dumb when it comes to sound and sound cards.

I still get heavy breathing sounds when I walk into the skooma warehouse in Riften. It scared me the first time because it's twice as loud as the other ambient noises- in effect it sounds like it something very close to me but there's no origin of whatever makes the heavy breathing. It goes away after I kill the two guys though, for the most part.

I had a spell effect sound that wouldn't go away - strangely enough, using the console to change your six and then changing it back fixed the issue. I think the code is just 'sixchange'

I uninstalled some mods (for another problem) and it went away. thanks for the responses!
