Honestly, I don't think they intended for it to become a meme. But they just rolled with it since it took off. And also, that looked for of the upper thigh area as opposed to his knee.

He didn't even get it in the knee... Bethesda didn't try to make a meme either, it just happened.

The language isn't Enligsh, it's just translated to English so we can understand. How fun would it be if everyone in a game spoke a made-up language all the time? How fun is it listening to the dragon tongue?
