We Will All Go Together : Fallout: New Vegas

I am having issues with this quest. I have done everything I possibly can to complete this quest. I have been unable to find the key to the police and fire stations. There is also a marker in between 2 buildings in Camp Searchlight, there is nothing there. I am totally confused and upset with all the glitches in this game. If I am doing something wrong Please Help

You get the keys from Logan, a merc that you find in the basemant of one of the church buildings.

He will send you on a quest to get radiation suits, and then will accompany you to the police department and fire department.

That said, I killed every ghoul I could find and looted their corpses, and still didn't find 10 tags.
