Will either of the specs run Skyrim at highest?

So, just as the title says. Will either of these specs be able to run Skyrim on its highest setting, but with mods that increase the quality of textures?

So can those laptops run Skyrim on its highest with mods that can make the graphics much better?

If you can find a better laptop for less than $1100 then please point me in that direction then.
