TalkieToaster brings up a good point.
If we were to see mods on consoles, MS and Sony would likely require that the mods be submitted through some sort of supported platform so they can regulate downloads -- and in the process, they'll charge you, the modder, for the privilege of being hosted. Not only that, but they'd also have to provide some sort of support -- if they downloaded a mod off their online market and it messed up your game and corrupted all your save files, or worse, did something to the console itself, then they're the ones in trouble, not the modder. Allowing consumers to just slap a USB into their machine and upload mods from their PC would pop open a whole can of worms as far as liability and their ability to control their software goes, too. It just won't happen.
Consoles are things of convenience, and they're that way because everything on them is perfectly uniform and controlled.
