Will skyrim work on my PC? : V

Ok, i bought skyrim for the ps3 but i have it shelved due to the lag, now my cousin has gifted me Skyrim for the PC, unfortunately my PC is pretty old so I would like to know if its possible to run it without having the terrible lag which is plaguing the ps3 version. I dont really play games on my PC so i am pretty amateur when it comes to this. Sorry if this has been asked before

Details:

Intel Core 2 Duo, 2.2 GHz processor
ATI mobility Radeon HD 4570 upto 1791MB HyperMemory
4GB Memory

I would be happy if it looks like the PS3 version, so I am not into ultra high quality graphics.
