Will the DLC be available, free, on Xbox.com marketplace? Al

I was looking so forward to Brink's new DLC when they first announced it a while ago, slated to be released in June. I heard nothing from it. Now i've heard that it is being released on JULY 30th http://www.yourgamercards.net/index.php/news.html/_/news/ps3news/brink-dlc-agents-of-change-release-date-announced-r635
Now im completely annoyed because im going on holiday for just over 2 weeks and coming back hopefully August 11th.
I really don't want to miss this DLC, because if I do miss it then I probably won't be playing the game for much longer.
I'm wondering, will the DLC be available on the Xbox.com marketplace so that I can queue it to download from another country when i'm away? And also, does my Xbox have to be turned on for the DLC to be properly downloaded free of charge? I won't have a problem getting my parents to turn on my Xbox for that to happen, but if it requires any additional input (entering special code etc.) then that's already one step too much for my parents to handle.

You should be fine adding it to your queue from xbox.com as confirming the download, aka "purchasing" it for free, you'll technically own the licenses at that point and the download will start automatically once your xbox is turned back on. But just to be safe since your parents will still be there, why not just call them and walk them through downloading it for you once it's released?
