Will werewolf how have cooldown?

All us lyncans have a hobby... roaring like hell when you're not mauling something. It acts like a weak decect life spell and enemies that aren't too high a level are put into fear.
There will be perks in the lyncanthropy skill tree in skyrim for howling that allow higher level foes to be affected by fear and after you have that perk... you can summon another werewolf with howl.
So, will this give howl a cooldown since it would be pretty OP to get an army of werewolves that's size is limitless? Or will you just be able to have 1 werewolf/pack or werewolves (Don't know what the perk actualy gives) until they die/a time has passed and they go away but you can keep on fearing the enemy and see them through walls?

EDIT: It's meant to say howl in the title...

As I recall the hicrine totem of brotherhood that let you summon spirit wolves instead of a fear howl had a cool down. So I presume with these new perks the answer will be yes.

Skyrim werewolves are so weak that unless the perk tree seriously beefs them up, it will all be a wasted effort.

I simply don't get why a lot of people think that werewolves are totally underpowered. Yes, they're agile wolves, not a giant were-squid-bear. And a wolf that has decided to walk on two feet should have a hard time fighting several people shelled in tons of steel armor. Probably even a harder time than a humanoid archer ten level below.

People that don't have a lot of HP however are risiculously easy. My knight stands no chance against an ambush of half a dozen Dark Brotherhood assassins, but if I manage to switch to beast form quickly enough, they're toast.
