You have to finish the blood on Ice quest line first dealing with a bunch of Murders in the city...try visiting the graveyard at night and talking to the guard there.

If we complete Blood on the Ice, but do not complete the quest to become Thane of Windhelm, are we just sitting on a key to the house and an empty building?

The quest is extremely buggy, I recommend looking it up on wiki and follow the walthrough step for step, saving quite frequently. On two of my characters it bugged so I can't complete it. Third time around I followed wiki and got it done.

if you're a stormcloak and do blood on the ice you have the house.

if you're an imperial and haven't done the thane quest, you can solve the mystery by doing blood on the ice but you'll have to be thane to get the house.

hint: when you DO get to decorate the house... I have found the least glitchy way to make sure you have it and it's less of a crime scene is to save your game, talk to the steward and ask him to clean the house, exit the menu with him and go check to be sure the house has no blood, no broken glass, no stacked chairs in the main bedroom upstairs... if it's just a dusty house without blood and glass and stuff, save your game and go back to get the rest of the decorations. If it's not clean, go back to your saved file and do it again. Trust me. It sounds like a pain, and hands down this is the coolest house for a weapons/armor collector in the game... provided it's not full of blood and glass and cobwebs and still lit like a haunted house.

this is the worst bug in the game because you cannot even fix it with conolse commands. Honestly, if you really want that house start your charcter over till the bug can work itself out. Yet another Skyrim dissapointment Im afraid.

Console commands can only be used on PC, no the consoles. Press ~ to open it. Some quests/NPC's/items have a list of console commands on the UESP or Elder Scrolls wikis if they are bugged.

I have a 100% non-glitchy Hjerim, I stumbled upon Blood On The Ice while diddling about in Windhelm, the wiki says it was my fourth time visiting there, and that seems about right. I followed the steps on the wiki to complete the quest since I'd heard how badly it was bugged. Then I took Windhelm for the Empire, Saved my game, purchased the house and all the upgrades starting with Clean up the killer's mess, then I became a thane and finally entered the house for the second time. All my weapon racks and everything work just fine and one of my mannequins doesn't even vanish when I come back in the house. My only beef with the house is that there are too many Sacks and not even one Chest.

Can you start a new chareters, and go to the place 4 times before you take it over? And come back later when you have enough bankroll to get it?

From what I can garner from my experience and the wiki you have to leave the entire Eastmarch hold and come back to Windhelm four times. I was doing the Dark Brotherhood quests, so the Arentino bit brought me there twice, then I brought Balgruff's axe to Ulfric, then I had to come back to kill Nilsene Shatter-Shield, and when I came back for that, Blood on the Ice triggered.

So my wife got the blood on the ice quest, but instead of doing the 4 times into windhelm she did it 5 times. It was kinda weird

I was stoked when skyrim came out. I've been playing elder scrolls since the origional, but I have never seen this many glitches or bugs in any of the other ones. You figure they would have taken a little time to make sure this wouldnt happen. Btw I'm on yahoo manger look me up I'm under anotherhumanforwar.
