i'm still a level 1 after 4 quests what should do whenever i get xp the bar is at the end and it does not move at all

i don't have the answer, but you may also want to post this in the xbox 360 bugs forum too. someone else may have this issue and will know if it's fixable. most likely, if saving the game and restarting/reloading hasn't solved it... you may have to start over.
