I would really appreciate a "Character" perk tree.

Everything else can unlock perks based on level, and I personally would find it cool to have one based on player level, instead. Plus, it would let you get in those other things that were seemingly forgotten.

For example, "Limber Legs" could unlock every 10 levels, and give a 10% increase to running speed. Or "Powerful Legs" could do the same thing, except for jumping. Throw in unarmed damage as a fun perk kinda like the gauntlets damage boost one, and then have other ones; Thu'um mastery, for example, that reduces shout recharge by 10-15% per level, Powers mastery that might improve the power of your...well, power. That way powers could be balanced for the entire game, rather than being really broken all the time(orc, nord) or underpowered all the time(wood elf).

I dunno, i guess it feels like there was a huge opportunity missed here. It could even include perks for various conditions such as lycanthropy and vampirism.

Fallout has perks like that. Skyrim should have had perks that you could pick during character creation to allow you to customize your character a bit. They could have also had a 'character' perk tree like you suggest. I'd love to be able to create a dodgy old wizard who casts more powerful spells but sometimes suffers from hallucinations ("Oops, sorry, Lydia. I thought you were a troll for a second..."), an alcoholic who gains a huge Health bonus when he's drunk but has blurry vision and staggers a lot (*shakes cam*), or a scrawny thief who has a halved carrying capacity and suffers knockdown but has an improved Sneak and a chance to dodge. There are probably hundreds of interesting ways you could customize a character to make every playthrough a little different.

I think you should be able to get one around level 35...BAMF. Makes enemies under level 10 flee you automatically.

I like this idea, every 10 levels your Character gets a permanent active buff. Beth won't add it, Modders will hopefully.

That's a bit overkill I think. When there are like 5 Bandits at level 5 they won't flee, that is just rediculous. Not with that outnumberence. They can't possibly know that you'll own them anyway.
