So Namira's followers say this to the beast races and Bosmer, who are known for eating people. So, it's socially acceptable in their society, and here they make a big deal of it. Is this against lore, or am I'm looking at this with far to narrow of lens?

Hm... just because it's in their culture it doesn't necesserly mean that they want to flaunt this among all those narrowminded nords and imperials. The road to the chopping block can be rather short after all.

My Bosmer is on a strict non-cannibal diet and will remain as such until he no longer draws breath... My orc on the other hand loves him some forsworn sandwichs, nom nom nom.

While im a lore fanatic when it comes to the daedra i don't remember Namira's followers ever saying that the beast and bosmer races ate people. .-.

Bosmer do partake in cannibalism, but it is for religious purposes in most cases. Khajiit even being thought to be cannibals when there is a steady supply of food is just silly, especially since they lace all their food with moon sugar. The beast races are not usually well received among most races, though. Bosmer do have that cannibal stigma to an extent, so this is probably why they are being told this.
