? My destruction is pretty low. does it have to be high?

The only requirement is to do the quest Wind and Ash IIRC and then wait a few days for the apprentice to update his inventory.

As far as I know, the Whirlwind Cloak spell is adept level, destruction spell

how do you get that quest? neloth keeps telling me to get him heart stones and staffs... but i cant get that quest

It is not a quest. Everytime you so a quest for Neloth, check the assistant's inventory. He sells the spells. If his inventory does not change, then make a save and re-load, and it should change. Or, make a save, kill the assistant and then re-load.

didnt work... well im probably not high enough to see it im only 36 destruction on this character. But It does sound like you would have to do that wind and dust quest... If only i could figure out how to get it.

All the quests come from Neloth. Maybe wait a day or 2

I had to do the quest involving his book, then I had to buy it from his assistant. Though, it could be the book part isn't necessary.

How did you start that quest? Was it a "can i help you with your research" option?
