Just wondering,

do you need to do the College questline to get access to the high level mage spells (Hysteria, Bane of the Undead etc)?

No. You just need to have high enough rank in that spell school (90 skill for master. I understand you need do a questline with the conjuration trainer to unlock the thrall spells), then the trainers will, when they get new stock at least - start selling the relevant tomes
