I think the OP is right actually. I've only received it once I completed part of the Stormcloak line or all of the Legion line.

Doing the quest gives you access to the place, but there's really nothing in it at the time. If you want to decorate it you have to buy it, and to do that you have to either get partway through the Civil War as a Stormcloak or finish it as a Legate.

For the Stormcloaks, you need to have taken Whiterun and Falkreath before Ulfric will offer it to you. It's too bad you have to wait much longer for the Imperial side
