You do not need a new charater.

From what i have heard (Consider it unconfirmed) you just need to ask bar keepers for rumors (or overhear people talking about it) to start the dawnguard questline (at level 10 minimum). Once installed offcourse, (and there might be a ingame day or so delay ingame before it activates, judging from Oblivion dlc's).

It looks like I'm going to have to, the follower I currently have has the bug(still) where if i dismiss her I cannot recruit her again, and we all know followers are automatically dismissed when starting Bethesda DLC.
