Your suggestions and feedback please

OK, I need some feedback please! I've been working on a mod I originally was calling "Buck's Place". It was going to be a player home and a restaurant for the player to play around with. However, as these things evolve I've been undecided on how exactly I was going to introduce the mod in the game world. My first thoughts were that Buck was a high stakes poker player and former adventurer who had gone missing. The player would pick up a quest to find out what happened to him, and gaining the opportunity to use his home as a base of operations. I already have a location set up for this in North Vegas close to The Thorn area.

However, as I began to build more and more, I've been thinking about making this a completely new interior for the Bison Steve lower level. I used that level as a starting point but removed much of the hallways and elevators and so on. I completely expanded one whole side, and left the huge room where you kill the leader guy intact, and turned that room into a casino.

So, what I have been thinking about at this point is that after the player clears out the hotel of all the bad guys, he/she would be approached by the daughter of "Old Laurie" that old man Nash mentions with a business proposition of fixing up the place and getting a restaurant and casino open for business. I was thinking the player could invest some cash in the place, and simulate letting the daughter hire some workers to remodel the joint and clean it up over a period of time and several exchanges of dialog and money.

Also to work in the Buck's Steak House angle the restaurant could of course be a Bucks Steak House. Just for a little more realism, I could also work in a new level for rooms for patrons and whatnot and elevator access from the casino. (Most casino's make you walk through the main casino to get to your rooms.)

If I go this route, I will definitely populate the place with staff and customers on a nice ai package that makes sense. I could also set it up so that the player would eventually start getting a return on their investment and make some caps off the place!

Does any of this make sense? Which do you think is the better plan?
