I've gotten this bug/glitch from day one also, and every character I've played has had to deal with it. I've noticed that it's more common when I first turn on my game, and after a time, it tends to go away, or at least, becomes far less common. Still, the first half hour or so of play, it's constantly happening. Every time I load the game up. Seems to happen on any weapon I'm using when I'm sneaking. I've learned to live with it, but still, it's so "in your face".
