How is limiting yourself to 20 reloads playing a role?
It seems the opposite of playing a role to me.
If you put yourself in the soddy shoes of a fallout universe survivor, under what conditions would you limit yourself to 20 reloads for you entire 'life'... considering that you are capable and have the ammo to reload more than 20 times?
Think along the lines of the Book of Eli. He didn't want to fight, but sometimes it was unavoidable. So, throw some challenge in there and limit how many times you can reload and its basically a personal achievement. It doesn't get you anything other then a little bit of personal satisfaction, nothing more.
That right there is one aspect of role playing.

Fire almost the entire mag/clip, unequip weapon, equip weapon, fire almost the entire mag/clip, unequip weapon, equip weapon, repeat.
There, never reload. >_>
I don't think you are supposed to try and break the shiny new toy, but rather accept it and use reasonable judgement on how you properly play with it. Just because you can break it doesn't mean you should.
Personally I wont be doing this, simply because I am not a pacifist. I kill those who try and kill me, no matter the cost, no matter how far I have to chase them down.
