Cleric build viable?

Conjuration is not cleric.
No, but necromancy is.

It actually is, Clerics that summon are generally called Necromancers. If doing such a build then Destruction actually fits, and you'd want to use Ice magic since it's the closest you're going to get to a Finger of Death spell.

Now, if you are doing a 'Lawful'-type Cleric, then Conjuration would be out. I'd add in Alchemy in its place, since making Heal or Buff potions is the sort of thing such a Cleric would do. Mace for a weapon, although I'm not sure if you would want to enchant it or not given that soul trapping is the sort of thing Clerics frown upon doing.

Tell that to my Baldur's Gate clerics that used to completely fill a room with 56 gently creaking skeletons.

Indeed! Good old times :) I was thinking of Neverwinter Nights too. Clerics were fun to play ;)

It's perfectly viable. You could use alteration to farther buff your armor, you can use detect life, magelight, light, and paralysis. It could work for your roleplaying build. I would say max out restoration and get some threw out destruction like you mentioned. Smithing is good for any fighting build remember you have control on how powerful to make that skill. For your one handed I would use a mace for a cleric build. It's a very viable build.

You could also replace destruction and alteration with enchanting and conjuration. Those would also be suitable, enchanting to buff and protect you maybe a small magic reduction to your spells. Conjuration could give you support like mentioned shoved if you are lawful leave it out if your character is interested in the dark arts get the necromancy perks.
