So was Arcturus an Avatar of Lorkahn prior to having his hearts power infused into the Numidiam or did he only become one during/after?

If so, how does that affect/not affect the power of the Numidem (no, Im never going to spell it correctly or even incorrectly the same way twice).

Arctus "became" the Underking after his heart was removed. That's exactly what happened to LKHAN.

It's a lil more deep that this but this is the very basic version.

According to the Heresy, Ysmir's soul powered the Numidium. And that makes alot more sense since Zurin was a little mortal and Ysmir is an aspect of Lorkhan, just as the Numidium was supposed to be powered using Lorkhan's Heart.

if they let men forg e an empire, why not the spawn of Trinimac?

They aren't very good pariahs if they rule the empire.
