I read in a small article that Dawnguard will be released around 2/3pm in the UK; which is 9/10am EST and 6/7am PST.
Not sure the rules about posting links, but just Google "Dawnguard release date" (without quotations) and it should be the first response.

EDIT: Not sure if the article is credible or not, but it's the only thing that really gives a time on the release.

It's 9:30am here in the UK, restarting my Xbox to see if it's on. (Not 8:30, we're on DST here at the moment the clocks are an hour forward)

However in the past I've had to wait up until 6-7pm GMT for DLC to appear even though everyone else in the UK gets it. (As was the case with Prototype 2 DLC) I am hoping that this doesn't happen with Dawnguard. I'm hoping for a 10am-1pm (GMT) release.

Update: 9:32am(GMT), DLC still not up. Will check again at 10:30am.

9am GMT would give us another 25 minutes before the release.

Considering it's summer which makes most, if not all of England GMT +1, and it's 9:35 here.

It now 9:35, (British summer time) in the UK. Meaning 9 gmt (greenwich mean time) will be 10 bst.

Time zone maps for comparison GMT is UTC On this map. (Just search time zone maps)
