What about Bosmer? Controlling animals? Or Redguard with Stamina Regen. That one will save you whether running away or charging in

There isn't a whole lot of difference between the races beyond the starting skills, but that isn't necessarily a bad thing.

I would like to have a few more differences between the current races, but not enough so that it becomes impossible to play a decent orc mage or bosmer warrior.

For Bosmer, I don't know how useful that is. FOr Redguard, the Stamina Regen is pretty useful(This is an assumption, because I've only really played Argonian).

We have Histskin. One of the best daily powers in the game.

While this is true, I have noticed that all traits for argonians are rather passive.

Histskin: I can see this being used in a fight, but this skill does not modify damage so it is passive.
Water-breathing: Passive.
Resist disease: Passive.

I almost never use histskin because I forget to use it or I am afraid that I may need it later, however it is an amazing skill.

Thats another thing. Bosmer players have this 'unique' skill, but there is a dragon shout for it.

The Bosmer racial power has saved my butt countless times, cave bears turning against Spriggans, & saber cats deciding they'd rather take a nap than eat you is pretty helpful.
Also, it can turn mammoths against giants, which while not super useful, is pretty interesting to watch.

I'm actually cool with passive boosts. That means they're on all the time, and I don't have to worry about activating anything(except histskin).

Its not that hard for me to choose the right time to use it, since I'm Godly at restoration I can heal myself well for the most part. I only use it when I need to focus on attacks, while the enemy is doing an annoying amount of damage to me, or when I'm in a serious emergency, and out of magic.

Argonians boosts (Restoration, Light Armor, Alteration, Histskin, Disease Resistance) makes him/her awesome at defense.

I'm still kind of mad that we don't have 100% poison resistance anymore. But that would give us four abilities, so it would be unfair or something?

For me, it's not necessarily the racial bonus that needs to be improved, it is just that there needs to be more to do underwater, underwater combat and deep exploration (Pardon the pun.) would be a good start.

I'm continually disappointed by lackluster racial differences. How interesting would it be if race drastically altered things to the point where fighting npcs of x race felt very different from an npc of another race?

Hell, all the traits kinda svck.

High Elf, Breton and Orc are the only ones with racials that really jump out as being universally useful, since their racials are constant/really powerful. The others are all things you might never bother using.
I never use Ancestor's Wrath on my Dunmers, but Warcry and Berserker rage (as you said) are extremely good if you have problems. I think these powers should have more uses, though as i often forget about them when it's just one use per day :/ (Yes they are a bit too powerful for that, but if they balanced it out so that you could use them 3-5 a day instead it would be great)

Give me waterbreathing or claw-attack (use it all the time) any day of the week over the official rubbish-est racial perk of all time... 'Voice of the Emperor' Once a day you can wobble your lip and say the equivalent of "Come sir... You forget yourself."
