FPS Drop when Near NPCs

Not exactly great specs I know, but currently experiencing the same issue on a Nvidia GeForce 9800m GS (512MB) with 4GB DDR2 RAM and Intel P8400 Dual-Core processor. Yes, it's a ASUS laptop - but I could also play Fallout 3 on ultra high settings with ZERO slowdown - ever.

I've tried a few fixes, notably the water fix - which reduces the stutter a small amount but the game is still unplayable for me. I haven't tried removing the heads but I don't want to. I'd rather wait until the Devs get off their asses and sort a patch fix out for it. It must be such a basic error in programming for just the heads alone to want to max out GPU usage.
Kaje -- You're probably using the same EXACT laptop as me. Have you tried setting it to low (gets horrible frames) then before starting the game, put it on "Ultra" settings? This at least allows me to walk around and enjoy the view...

Yeah, tried everything Kazakie. Absolutely everything. Admittedly Ultra settings raises the frame rate by a tiny, tiny amount - but still unplayable.

I can walk around outside with NO issues at all unless I go near a NPC. I can even walk past robots without an issue, and talk to them without any slowdown, but as soon as a human or animal NPC walks by or I need to talk to them - BLAM - frame rate drops way below acceptable levels.

Yep. Exactly the same machine. My point is pretty much the higher you put the graphics settings, the better it gets, and the lower you put them, the worst it gets. If I recall correctly, it's suppose to work the other way around. Lol. Back to my modded Fallout 3 that runs FLAWLESSLY on High I guess. It's a shame this game wasn't tested well enough to find such an obvious stutter for what seems to be Windows 7 64bit machines... Assuming that you upgraded from the stock Windows Vista 64bit to Windows 7 like I did.

I'm on the Vista x64 setup - didn't bother getting the 7 upgrade as I'm not too keen on the interface!

As with you, my FO3 runs absolutely flawlessly on max with loads of mods installed - literally near a hundred, maybe more!

I'll put the disc back in its little box and wait for a week I think. *sigh*

Upsetting because in FONV the developers actually used a lot of the modders ideas. Too bad they didn't test the game properly.

That's exactly the issue. Testing.

If they'd have done that most basic of duties properly, using different rigs (both nVidia and ATI), they would have spotted this issue. It really is as simple as that. They then expect US to pay full price for something that really isn't worth the money on release. It's like me taking my car into the auto repair, having a tire replaced and paying the price only to find that the tire is flat and I can't drive off.

Vista 32, Quad Core 2.66 GHz, 3GB RAM, Nvidia GTX460 (1 GB), new 260.89 drivers.

I've got the same fps drop whenever an NPC opens his mouth. In Doc Mitchel's house, I drop from 98fps to 25fps whenever he speaks.

I did smooth my framerate a little by setting Maximum Pre-rendered Frames to 1 instead of 3 in the Nvidia control panel. I tried Triple Buffering on and off, didn't see much difference. (I used both of these settings to smooth stutter in FO3.)

You know what's hilarious (besides the usual [censored] DEFENDING a broken bethseda product ,ever since oblivion) is that they've known about this problem for MONTHS. I mean it's not like Nvidia or ATI released any drivers in the past months that broke several games or anything. When they playtested this game all of the bugs and the npc lag which renders the game unplayable for most of us, for some reason they decided to release the game anyways.

Companies like bethseda can get away with it, because they have "weird" fans who will buy anything they release broken or not, and if you dare to speak up you're either a troll or trolling.

Game plays perfectly until I get into a fire fight or get around any large amount of NPC's (like the Navajo outpost) , then the game can slow to a crawl (think slide show) and even at one point stopped , no movement just sound....total lockup.

Im curious why you all so hung up on those npcs in game ? Noone noticed that the gpu usage is maybe 20-35% and it fluctuates between this values all the time ? CPU usage is maybe 80% max on one core and the others are maybe 10% ?

Or is it only on my PC(exceeds recommended)? althougt i saw people with similiar gpu and cpu usage in other forums

Dual boot into XP 32Bit SP3 if you have a cd lying around. Virtualization svcks for games. Create 2 new partions from 100gigs one 25gigs for XP and one 75gigs for games. and copy fallout 3 directly onto external and paste in 75gig partion. It really easy to do in windows 7 via disk manager. Windows XP 32bit is unaffected by this problem.

Because it causes so much FPS drop that the game becomes a slideshow, even for those (like me) who exceed recommended specs.

Win 7 Ultimate x64, AMD Phenom II x4 955, 8GB DDR3 ram, 2 ATi Radeon HD 5770s, and the game drops to about 3 - 5 fps when I'm near more than 2 human NPCs. Any kind of combat with humans is nearly unplayable, but I can hunt Geckos and Radscorpions just fine... so I guess that counts for something, right?

Also, anyone who pre-purchased on Steam notice that the Caravan Pack stuff has extremely low-res textures? What's up with that?

My theory is that most users, more or less, are having the same problem. Most, if not all, are nVidia video card owners, which strongly suggests a driver issue.

Many people have posted that only up to 30% of their graphics card is being used during the game, even when the framerate drops. I would be willing to bet that we are all experiencing this. 30% video card power may be enough to render the environment without slowdown, but the NPCs, special effects, etc. ramp up the power needed, and hence we get the drop in frames.

Now I don't know about you, but I didn't pay $400+ for a graphics card only to have it use 30% max in a popular, just released game. Bethesda/Obsidian had to know about this before release. How could they possibly not know? They're just counting on people just dealing with it (which most of the community does, those that come here and complain about the issues are few and far between from the whole).

The 30% maximum ultilization of the nvidia video cards is the real problem, and that is why all your little "fixes" (read: graphics card tweaks) are helping. We shouldn't have to compromise like this. Fix this, Obsidian/Nvidia.

My theory is that most users, more or less, are having the same problem. Most, if not all, are nVidia video card owners, which strongly suggests a driver issue.

Many people have posted that only up to 30% of their graphics card is being used during the game, even when the framerate drops. I would be willing to bet that we are all experiencing this. 30% video card power may be enough to render the environment without slowdown, but the NPCs, special effects, etc. ramp up the power needed, and hence we get the drop in frames.

Now I don't know about you, but I didn't pay $400+ for a graphics card only to have it use 30% max in a popular, just released game. Bethesda/Obsidian had to know about this before release. How could they possibly not know? They're just counting on people just dealing with it (which most of the community does, those that come here and complain about the issues are few and far between from the whole).

The 30% maximum ultilization of the nvidia video cards is the real problem, and that is why all your little "fixes" (read: graphics card tweaks) are helping. We shouldn't have to compromise like this. Fix this, Obsidian/Nvidia.


Your theory is false. I tested NV on two rigs with ATi cards and get the same crap. You simply hear more from nvidia people because of their market share. NV people seem more likely to get stutters in between, but the "FPS drop on NPC contact" is an equal opportunity screw up.

HaHa, you all forgot about the huge problems there were with FO3?

For me as well as lots of other ppl it took more than half a year until the game was in a state without too many random crashes and problems. The 'best' and most often suggested fix was "is your power supply unit strong enough? Get a new one!". I'm kind of missing this 'fix' suggestion for NV :)

Apart from beeing confined by the Steam-System (no way to sell the game anymore), the second reason NOT BUYING the game is the bug fiasco I had to endure with FO3.

Lol, I prolly got one of the weakester set-ups and I got it to work by first opening the Task Manager (ctrl+alt+del) and setting FNV to "high priority". Which fixes the sound delay issue. Which then made me develop the stutter when around NPC buggy-ness. From there I went and changed the setting: "iFPSClamp=0" in the main .ini to: "iFPSClamp=50". Probably best to do 60 or so if you got a better computer. This seemed to totally eliminate the stutter when I did it.

Running on Windows XP (only good version of Windows) with a single core AMD CPU 1.9 Ghz, 2 GB RAM, Nvidia 7600 GS GPU.

So its not exactly pride worthy stuff but I can now happily play my game! And about the caravan pack, I did notice the shotgun was ultra low res, even for my computer. I have no doubt someone will make a nice new texture sooner or later. ^.^

Interesting to see two other users here using the ASUS G50Vt machine. I also have been using this machine for about two years. Runs like a champ for sure.

Glad to see more people showing up here, time to look around for more info, new day and whatnot.

I think this is the last major PC game I will ever buy, I am tired of game companies forcing PC owners to be beta testers, why don't consols have so many problems? Basically because they cant, if they screwed all the consol players, like us, no one would buy their games. The only reason I bought the PC edition was for mods! and I dont see how I can even use them now, since Steam forces me to install the game in program files folder on a Vista OS, which basically means I can't change anything!

Now we know why they were so secretive about spec requirements and using steam, from what I heard, we would need to steam to register the game and that was it, if I had known I would need to launch from steam, and install in steam directory, I would have never bought it.

Anyway, sorry I went off topic, I am just so frustrated that I cant even play due to bugs with Nvidia drivers, which should have been fixed long ago. Nvidia is the largest or at least 2nd largest maker of graphics cards right? So how could game breaking bugs have been missed, unless you guys are total morons or just don't give a [censored] about the customers. I swear, it makes me want to get an attorney and file a class action lawsuit against Bethesda and Obsidian. Could any other industry in the world get away with selling broken products without a lawsuit?

This is why people pirate games these days

Really, there should have been a demo that came out before release so that we could test if the game runs fine before purchasing it.
