Well, Looks like there's no fix for the quest in the next update

I am hoping this is related to your problem. It is worth trying to continue this quest when the patch is finally released. It is unforunate that we don't know whether it is a 'retrospective' fix (i.e. it will work with your savegame) or whether it simply prevents the bug occurring, assuming a player hasn't already started it.

i hope that , btw when 1.4 will released ?
i had sent a massage for bethesda about this bug, they said u have to to load to a savegame that befor i started the quest line will i started the line long time ago :S

Based upon the info from Gstaff in the main thread forum, testing should be completed sometime next week (assuming they don't find any serious problems). Then, it will be released for the PC and also given to Microsoft for certification. Thus, when 1.4 is released for PC, Xbox users should get it within 5-10 days after the PC release.

That sounds like the fix is not retrospective. Still, it is worth a try when the patch is released, because the support department you emailed is unlikely to be able to give you specifics about your particular game, and how the software changes in patch 1.4 will affect you. So, the only thing they can know for definite about how to fix your problem, is to return to a point before you started that particular quest.
