The only way I could see something like this as remotely possible, would be a Thalmor Expeditionary Force of sorts, brought in IF they use something to actually finish the Civil War line.

Both sides seem to gear up for the exception of the Dominion coming, so may be a small force sent to try to make an example of Skyrim, or if the theories are right to try to destroy the snow-throat (I think that is the term of it?).

However, it certainly would not be a full on war.

How about replacing all the spawn lists with Thalmor? That's an invasion isn't it?

Maybe not some DLC but maybe a patch that includes more Thalmor spawning in the game... like they are trying to take Skyrim back.

My Nord has run out of Thalmor to kill. Other then those that spawn in the embassy, its been a LONG time since I encountered a patrol. Kinda sad...
