1-2 hours after the CK is put up online. The first mod will probably be something like "dragon armour with god stats" or something.

@philosofen Planet Elder Scrolls is the other big place for mods. It's best to look at both of the sites when looking for stuff. http://planetelderscrolls.ign.com/

Very quickly. Probably within a day for small stuff. If there was an early press/review release of the PC version with a key that unlocked it early, if some of those reviewers are modders too, maybe they've gotten a head start.

I've got a small side-bet with myself that the first mod I come across is going to be something along the lines of an uber-item. While a nvde patch will probably be out quickly, modding existing items is pretty quick.

The first few mods are often among the best. Small things that should be changed, like camera swing delays, compass info, that kind of stuff. Easy to do, but oh so important. Expect them within a few hours after the release of the CK. We modders will jump on it like hungry wolves.

Subtle UI tweaks and small gameplay fixes within the first few hrs for sure. Then its on to the imploding banana monkey pheromone bombs, and other useful mods.

1. Why do you care what other people do with their copy of the game? They paid for it.
2. The game is designed to be modded (Bethesda happily supports the modding community).
3. Implying the game is perfect (no game is perfect).

24 hours max. There's always someone who'll get to modding straight out of the box. Probably something like a texture LOD fix or a shack somewhere.
