But also easy to deal with. If the mob leaves the current "leash" area, spawn another one. Without leashing, the other one isn't coming back anyway.

Only a fool thinks there will be no "Kill 10 ___" quests. All quests in games breakdown into kill, fetch, escort, and courier. Single player ES is no different.
I am not sure what type of quests there will be, but I made a statement based on my previous mmo experiences - sometimes things aren't where they are supposed to be. As for your second statement, the devs could do it your way or they could simply fix the tethering on the mob/npc in question.

Skyrim did leashing perfectly. You would run away and after you got a realistic distance on the NPC or entered stealth. The problem of griefing can be solved by either preventing monsters from entering capitals, having strong enough guards, or placing a short leash on boss and tougher monsters. The last option is preferable, as a pack of wolves wouldn't exactly destroy an entire faction capital.
OP has a point, playing WoW I would just run past most enemies and they would leash. I would actively avoid combat because it became a nuisance, mostly because the combat in WoW is garbage and it takes 10 seconds of button mashing and auto attacking to kill anything, but leashing only increased my apathy towards the game.
It's less about total immersion than it is about keeping people in a mood where they want to keep playing. That'll all hinge on whether the combat is a fun and varied action filled affair like in the main TES games or whether it tries to usurp WoW's throne of repetitive auto-attack nonsense.

It's not. If I go to an area expecting to find one type of creature, I don't want to find some idiot has trained a load of other creatures into the area. Thats just annoying and more often than not frustrating. The only person this is ever fun for is the greifer.
If I were a low level player and someone kited a world boss into the starting area, I'd be thinking about cancelling my subscription.
