Heimskr probably hasn't seen a Khajit before, and he's afraid you'll eat him. He figured out that if he ignores you and doesn't move, you can't see him.

Why kill him when you can fus ro dah, sending him spinning off to sickenly crunch into a wall? Over and over again, every time you pass him, even when he says absolutely nothing.
I've always enjoyed using telekinesis to throw obscure objects at him. Like dropping a cheese wedge and telekinetically beating him with it. Or with fruit.

Never killed Nazeem or Heimskr. I find that their existence makes my Skyrim life more interesting. And gives me an excuse to yell shut up to something.
Now killing that one person who owns the mill that happens to be close to the Riverside Shack during a werewolf rampage... That was worth it somehow. My werewolf characters get away from society for a short time so they don't harm anyone. Always use the Riverside Shack as a go to place for them. She is just in the wrong place at all the wrong times when one is a werewolf.
