lvl 38 and finished?

More random exploring for the fun of it.

Personally (on my first character), I didn't get my first skill to 100 until level 48, didn't finish the MQ or Civil War until the mid 50's, and didn't do the Thieves, DB, or Mage guilds. Always got distracted by doing other things, like dungeon diving. Still have plenty of sidequests in my journal, and actually haven't even been to a couple of the main cities marked on the map. :)

nope everything is level scaled.....

This isn't Oblivion's "Hard" level scaling. This is Fallout 3's "soft" level scaling. Each enemy type has several variations at different levels, and the game spawns ones closest to you in a certain pattern(usually few grunts and one "boss").

If lowest-level Falmer is level 9, they you will see the level 9 Falmer even at level 1, because that's all the game can spawn. Similarly, Giants will always be level 32, Frost Trolls will always be level 22, etc. even when you're level 1(or 81 for that matter).

Which prevents idiotic feats from Oblivion like becoming Master of the Arena - greatest warrior in all of Tamriel - at level 1.

If you've finished the main quest and civil war, then it's a good time to hit the road and explore. There are a lot of quests you only get by discovering locations. A good start would be to ask innkeepers about ruins, and make sure you've been to any undiscovered spots on your map. There are quite a few that pop in after you hear someone nearby talking about it.

Are you a thane in every capital?

Yeah, if you're grinding and rushing to reach level 100 then you're doing it wrong. As everyone else said, this is a game you should just hang out and enjoy, not min/max. If you're more focused on the numbers than the scenery, this is probably not the game for you.

I'm level 35 with 150 hrs and have only seen and done 1/3 of the worlds sights and main quests. The detail in this game is incredible and I thank Bethesda for including it for people who have the patience to appreciate it.

I'm level 41 with a tad over 50h of play with lots of exploration and dungeons cleared

Winterhold quest line done
Started Companions, Dark Brotherhood, Thieves and Bard quests

I take a habbit or not entering caves/dungeons unless I have a quest assigned to it so that I avoid the plague of finding quest items before I get the quests

No issues so far, all is smooth and not CTD, etc.

Only odd thing is that when fast travelling (and somewhat foot travel), I get more and more random dragons attacking me. These are generally Blood or Elder ones and are very tough to beat. I have full dragonscale armor but haven't enchanted yet, waiting on the 2 enchants perk - level 86 in enchant right now. Also trying to get my alchemy up so I can craft some smithing potions to increase my upgrades on my armor more than justa smithing armor set.

I am almost 42 and still have tons of quests/miscellaneous quests, and still have tons to explore on the map. I'm around 120 hours in and it feels never-ending.

You are never "Finished" for that word does not exist in Skyrim.

It depends on how you play. I consider my first char finished after about 200 hours, being level 61, having found all the locations, cleared everything possible and done about 95% of the non-generated quests.
For me, this game just gets boring when there's nothing more to explore. I'm eager for mods though, but it will probably take a year or two before some really good unbuggy (quest) mods are out. I better be sticking to New Vegas until then, which for me, has a much better replay value. Skyrim is just too linear, there are almost no choices in the whole game, and nothing you do makes a difference.

It all depends on how much you play. I play 8-10 hours a day, if not more ( Yes, I don't have a life ) and I mainly run around so thats why I discovered most of the places and done most of the quest already. I'm in no rush at all getting to highest lvl, but I love doing quests that aren't repetabel.
