Surprised no one has suggested this yet, but you can run away. Run away as far as you can get if you can make it, fast travel somewhere else and then return when you're powerful enough.

Don't worry about missing out on having the store, there's a quest for wiping all those people out anyway. You'd probably have killed 'em all sooner or later.
