I agree adjusting the armor will be best. People are flat-out removing content right now because it is the fastest, easiest thing to do and apparently there are still issues with opening/rigging Skyrim meshes. Even the mod you're talking about -- which does look great, btw -- has clipping/alignment issue where it meets the rest of the body.
I am not sure why you associate "modesty" with making women behave. Especially when the issue is men making virtual women show their briasts in completely bizarre situations for it. That is, I get uncomfortable when a game insists women should be
immodest, because we're only there to titillate men. "Modesty" is the opposite of the sixist problem Skyrim has, and it has always been a very feminist concept to me. But I would be very surprised if every mod for this sort of thing ended up with "modesty" in the title, or any other one word.
I'd trade my dragon-soul-absorbing powers for the ability to wear some pants.
Some of the Fine Clothes I found at Radiant Raiment have pants under a long open coat, though they are not quite what you described.
