"Movement Penalty"

And here is the kicker, if they would just implement an AP cost to access the Pipboy while combat is active.... wouldn't it be a long long step in the right direction don'tcha think?

That's actually a pretty good idea ...

They should implement this if they still have time or Bethesda should for FO4. It would move the current Fallout's more towards their ancestors and being better RPGs.

Aesthetics were a nice side effect of not using it but I shunned the power armor for the basis that it's bloody heavy. Between the PA, my jet pack.

Turns out I didn't really need it anyways due to how sneaking and sniping broke Fallout 3's difficulty curve. Or, should I say shattered? CSA + Silenced assault rifle + 100 sneak + 100 SM Guns = final mission of Broken Steel is a joke difficulty wise.

I wouldn't know, the T-45d and T-51b both look very noble and heroic, which has always been its purpose since the beginning. Granted there is a good logical reason a giant tin can full of motors, circuits, and reinforced steel is 45-50 pounds, its not something a person who prefers scavving/collecting over combat really wants strategically. Me, I always stick to the Combat Armor and the Bandana.

As to BS, I really wouldnt know, My combat skill was small guns, but I focused on my more passive skills to be honest.

I don't really see how Power Armor is even close to as overpowered as some of you guys say. It's slower, heavier, and loud enough to make sneaking very difficult. Ranger Battle Armor was almost as good as the standard Power Armor, was lighter, and was way easier to sneak in. In fact is was my favorite armor to use before I could get Tesla Armor. Power Armor is great for direct confrontations, but not for subterfuge.

Because this forum has a habit of Monkey see complain, Monkey do complain. I never saw any power armor as overpowered, if you want to see nerfed power armor, play Fallout 1 and 2.

Right, I forgot about the noise of power armor when sneaking. I was arguing from the assumption that if your a stealth character, you have the silent running perk (wrong of me not to mention that).

With the silent running perk, the weight of the armor no longer hampers your stealth ability (and I think it even nullifies the sound of the armor as far as npc's are concerned), and higher grade power armors have no S.P.E.C.I.A.L penalty associated with them at all.

I'm thinking along the lines of:

-5 agility penalty, but if your base agility is already at or lower than 5, has no penalty.

Strength amplifying effect that improves your melee damage, big gun accuracy and carry weight. The higher your base strength, the greater the effect. This is to ensure that characters with 10 strength will see benefits in the armor.
