This just isn't relevant at all. If there was Thalmor questline, you surely could join them or not no matter what race you are, and still have the whole map available for you in it's entirety.

Just like IF there was a faction joining questline you could likely join any faction. You are just seeing what you want to see and finding fault where there is none. You also have to consider that in Skyrim the 'whole' map is tiny compared to the exploration you can do in TESO. In Skyrim it benefits the devs that you can do everything on one character, in TESO it is a benefit if you have a reason to create a 2nd character.
