As a replacement to the Karma-based Hitmen(talon company, regulators) I suggest the mobster Hitmen I already mentioned earlier in the thread.
Instead of walking up and starting "time to die" dialogue with you, they get close to you in/near a town/city, each one labeled only as "Mobster". Suddenly, they attack you with pistols, knives, smgs(tommy guns if they are in) and other such weapons. Upon defeating them you find on one of their corpses a contract from *FACTION YOU DONE WRONGED* to kill you.

Domesticated feral ghouls(remember http://fallout.wikia.com/wiki/Stefan?): Feral ghouls who have been put to use as guard dogs for those who have tamed them. Unlike other ghouls, some of them may have unarmed weapons(except power fists, those are probably too complex for them) that aid them in combat.

Mole rat bombers: Some sick freak(s) strapped landmines all over a mole rat, turning it into a miniature suicide bomber. Often found outside raider and Powder Ganger bases.

Robobrain Mobsters: Robobrains toting smgs(tommy guns if they are in) and wearing pre-war hats.

Slaying Mantis: Large jet-black mantis with poisoned spines on its arms.

Flaying Mantis: Normal sized mantis with armored portions, slow and unable to jump, its spines are larger and sharper than those of the average Mantis.

Water Enemies. Big mutant snapping turtles, they look really bad-ass already, take a look ===> http://www.project610.com/files/snapping-turtle.jpg. I know "Mirelurk Kinds are from snapping turtles" but that does not mean there can't be other types of mutant snapping turtles and no not the Ninja kind of turtles....

Mutant Pike and other fish. In Fallout 3 I use the rives as highways to get to locations by the water. It svcks there is no enemy in the water.

More Robots. New types of Robots made for war. I would like to see the return of http://fallout.wikia.com/wiki/Sentry_Bot_(Fallout_2) and Tactics robots like: http://fallout.wikia.com/wiki/Behemoth_(robot), Pacification Bot and http://fallout.wikia.com/wiki/Humanoid_Robot.
The return of heavy weapon turrets from the originals. Not new ideas but something I would like to see again.

Ig88's Molerat bombs I like as well, I would include Dogs.

They had this in FO3, they were basically harder to kill raiders. It'd be nice to actually see them named though.

CL Legionaires. Top warriors of CL always carry a scrap sword and 2-3 throwing spears. High Str, End, and AGI.

To take it a step further, if you kill the "leader" then the rest of the group may or may not retreat from the fight or surrender.

Wasteland Legend: Legendary NPC with high health, nearly unstoppable and deals a high amount of damage. Better bring your A game....

Yes! personally I was picturing mutant tortises on land but mutant alligator snapping turtles ( species common name) would be great. and snakes, very posionous rattlers that you dont ever see or hear until its nearly too late. I also liked the feral ghoul security system idea, but they should be more organized.

That all sounds awesome. It'd be a nice homage to Fallout 2 if we came across a place where we meet the Chosen One, he has a white beard, and some stuff such as necklaces and other things from Arroyo. You can do a side quest to go to bring a note from the BoS to him.

NCR/CL Spy: On occasion, when in a region controlled by a particular faction (like Nelson) a member of a rival faction in disguise may attack you if you have bad rep. with that faction.
Like say you're walking about Nelson a few days after helping the CL out and then suddenly one(or 2 or 3) of the troops draws his/her weapon and attacks you. Maybe they would always have very powerful weapons (magnums, high power shotguns/rifles,strong and poisoned melee weapons). Maybe they would just wait out in the wasteland to ambush members of the rival faction/dirty the name of their enemies. I know they would not pose THAT big of a threat and would be a problem if they attacked named npcs during the fight but i still think it would be a neat enemy type.

I want http://fallout.wikia.com/wiki/Gehenna and http://fallout.wikia.com/wiki/Born_Ghoul and http://fallout.wikia.com/wiki/Floater and http://fallout.wikia.com/wiki/Lobotomite and http://fallout.wikia.com/wiki/Desert_Stalker and http://fallout.wikia.com/wiki/Electro-beetle and http://fallout.wikia.com/wiki/Endless_walker. :)

If Repcon is going to be what Reservation was supposed to be then it'd make sense for Endless Walkers and Born Ghouls to be there.

-Red Mutant (or something) = A demon-like mutant that kinda look like a feral ghoul with red skin and horn  (probably caused by FEV,and thus, this is not a ghoul) that sneaks around and live underground in some places. Like a FEV product,it may have additional limbs or tails or other FEV characteristics.
-Rad-Tarantula (please suggest a better name)= As suggested, this is a mutated tarantula (if tarantula lives in the Mojave) that is similar to the Radscorpion,it's rival.
-The Mutilators= This raider group is known to chop everyone they meet with their blade. Their leader wields a chainsaw or similar powerful melee weapon.
-Super Mutant Juggernaut= This powerful, slow, and hulking super mutant wears heavy armor made from scrap metals (like a suit of armor) and wields heavy melee weapon (if he wields big guns,it will be too powerful).
-Hostile Tribal= Aggressive tribal that attacks outsiders, and commonly wields throwing weapons and melee weapons, but some uses guns.
-Super Mutant Brawler= These super mutants fight with bare hands, and they looked good at doing it.
(I hope this can be done) - Mutated Pumas= These big cats hail from the north, and they are fierce and strong, similar to the http://fallout.wikia.com/wiki/Yao_Guai

That's all :)

NCR Scout: Lightly armored, equipped with a silenced rifle(varmint rifle perhaps?) and a knife, often found sneaking about the wasteland, or sitting around campfires cooking their catch of the day.
CL Slave Hunter: Always equipped with some form of shotgun and medium-light armor these troops are common in slave camps and can sometimes be seen chasing their prey. They use a variety of ammunition. IE: Beanbags when chasing a slave, buck for close encounters, and slugs if their enemy is keeping a distance.
Bandit Pacifist: Occasionally found among the ranks of Powder Gangers, Raiders, and other crime groups, these criminals use non-lethal weapons only.
CL Heavy Weapons Units: Heavily armored troops often showing up in groups of 2-3, they wield grenade rifles and LMGS and often attack in formation.
*common enemy robot in the wasteland besides securitrons*: The same machine only with plasma weapons replacing its lasers.
NCR Special Ops: Equipped with a variety of (often silenced) weapons these lightly-armored troops often try to ambush their prey.
CL Special Weapons Division: These Legionaries are average with the exception of their weaponry: energy weapons, powerful ones.
Suicidal SM: A supermutant who wishes to die in battle thus ending its otherwise immortal life and helping its comrades. They use various weapons, but will often rush their opponent and use grenades at close range, occasionally they will be suicide bombers with 2 C4's on their chest and a detonator in their hand.
Tribal Raiders: Like normal raiders, only tribaly dressed and using crude weapons.
*More venomous species of desert snake than the Rattlesnake* Dogs: Similar to normal reptile dogs only with different snake portions and a more lethal poison.
Highland Warriors: Bandits wearing kilts and using scrap swords in homage to their ancestors(or they just think its cool).
CL(or NCR) Boomstick Squad: A group of troops using anti-material rifles(often improperly) as well as *most powerful type of shotgun here*.

But i already suggested a giant fire gecko, and it (durp) breathes fire :sadvaultboy:
Dragon Fly: Large, fast moving hovering insect that makes quick powerful swipes at its prey, biting them in the process.
A creature that has 1 eye, 1 horn, and eats people while being purple.

You really don't want to meet a giant fire gecko. The normal ones in Fallout 2 were bad enough.

Id also like to see some neutral, mutated animals. Ones that dont attack unless you attack it.

Me too. I hate how every single organism (except for Brahmin, because they descended from domestic animals) you can find in the wasteland in hostile. There is naturally bound to be some animals that are not aggressive. I don't really think that it should be a neutral creature, because biologically speaking, that species would become extinct in the blink of an eye in the wasteland due to pretty much every single organism being hostile (including us humans). That's why the animal should be marked as a red spot on the compass, and it should be classified as hostile, however it should flee when it sees any organism (including you, of course), and should either have excellent skills in fleeing quickly, or hiding, and perhaps retreating into a habitat that is difficult to access/attack from.

Chimera - Front and head of a lion, body of a goat, snake as a tail.

Reavle - Humanoid eagles. They are smaller than the average advlt and have proven to be deadly predators.

I would also like to see some prey like other people have said...

Agreed. Maybe mutant vultures? I think it would help immersion just to see regular vultures circling around overhead when you are lost in the wasteland and near death. Or eating other dead people in the wasteland. The vultures will have your bones picked clean by morning.

I agree too animals hit with some FEV like some dogs, egals, some bad ass coyote haha maybe even Prairie dog instead of mole rats
