How about an ability that just increases the power of current shouts? A fus ro dah wouldn't do much against a legendary dragon I'd presume. Just something like a perk that lets you master Shouts more than you could before. Making flame breath an actual giant breath, the same with frost breath etc etc.

The ablilty to summon the courier to help me bring the Apocalypse to Skyrim, joking of course.
