I remember now! He's one of the shrine followers or something. And his ring protects you from elements. His name is Denstagmer.

Denstagmer is a mystery, but his last name may be Byrant. The ring has Resist Fire, Frost, and Shock all at 30%. Found in the Falas Ancestral Tomb, Southeast of Gnisis!

Okay, I didn't know that. The answer I was looking for was the reason for his name is unknown, and the ring also was unknown. But I'll take your word for it. Which shrine, because I need to pay him a little visit. I have about half of Tamrielic Lore, and want the rest. Sadly, they aren't all there.

Oh, that was from Morrowind? I read it in book.

I'll take my leave, question is open to whoever. Better answer than I expected, didn't think it was in Morrowind.

Oreyn whatshisname (or whatshisname Oreyn), the Second-In-Command of the fighters Guild might fit that description, in Morrowind you killed the "last" of his bloodline yet there he is, alive.
