Perk Reset

You still have to have the skill right? If your skill is 100 in One-Handed and only 30 in Two-Handed you can't just move all your perks from One-Handed to Two-Handed because you don't have the skill for the perks in Two-Handed right?
You are correct. This is just a feature where you get rid of perks and place them in another tree. If you have 100 one-handed but want to switch to two-handed you have to have that level skilled appropriately. You also can't rearrange your stats (health, magick, stamina) this feature is only useful for taking back a couple of perks.

I know. Did you know this was a hot debate. They said it would make the game too casual and if you decided you didn't want a perk, their solution was to start over. Honestly, everyone overreacted during this debate, but I knew it would come out either in this DLC or Elder scrolls 6.

The concern was not so much about the perk reset feature itself, but that it would take TES further in the direction of where your actions have little consequence and you can complete every single quest with a single character. So, it was more of a concern about how this feature would impact future design decisions about new Skyrim DLC and future installments in the series.
