The mage perks seem the best to me. I am really tempted to play a mage first now. The other two trees don't seem to change gameplay too much. They are full of either mandatory or useless perks.

Too bad most of them are just percentage increases
look at it this way tho, what did Oblivion, or Morrowind have? Birth Signs that gave you like one or two percentage boost. I read the entire thing, see my list of favorites, those are mostly game changing ones. I think there is alot of good perks, and i love the perks we got.

Going to power up a specific path of destruction, get some light armor perks for power, marksman and sneak will be completely mastered, alchemy poison path upgraded, one-handed blade path upgraded. Lock-pick will also be mastered.

Question: Are there skill requirements for perks? Or could I choose to unlock perks in a given tree even though I am a relatively low leveled in that skill? I ask because some of the non-percentage perks would be helpful even if I didn't use that skill a lot.

In the wikia it says there are

" Each perk will have certain requirements before it can be chosen
- for instance, perks after Shield Wall require a Block level of 20,
and higher-level perks, such as Shield Charge, require a Block level of 50"
