When playing a dumb PC, stop in Klamath and read the billboard, this leads to a talk with Tor.

Its possible to skip the bill board though, and still talk to Tor.

I read in an interview on GameInformer.com that there will be dialogue for low-intelligence characters, but not like in the first 2. You'll miss the general point of things people say, instead of just going "Duuuuuuh" like a caveman.
