Soldiers aren't much good if they don't have weapons or ammunition because there wasn't a big enough workforce to supply them. And who will look after all the children? What makes a task less valuable? Why do the people with less valuable jobs have to fight? How is that fair on the people who couldn't get those jobs?
Because, well, less valuable jobs are not as valuable as more valuable jobs. And what makes jobs more valuable? The best way to sum things up is how much the job contributes to the survival of the nation. If you get to choose between having someone who work to get you food or to write comics, then the one option which stops you from starving is obviously the most valuable. If you choose the latter you won't gain as much, as you will be out of food and too busy dying slowly to giggle at the comic. And to be quite frank, "fair" doesn't matter as much in a fight for survival. And as I said, there are other ways to decide who goes to war or not than private parts, so there will be people left behind taking care of things.
