Also, Papre is weird as a dragon name, and is in particular not composed of three Words of Power, as it seems. Could it be a nickname or an apocope ? Or could it be that Papre was from a country far from Skyrim, for example Akavir, where the Dragons lost this custom about names ?

Yep the gaming websites will be all over stuff like this. Most of them find it impossible to find out things for themselves. Give it a few days and there will be hundreds of identical articles on this topic.

I think the words might be Dragon Rising, not Dragon Riding. At any rate, how do you know that this isn't DELETED content rather than something that they plan to add? There's an arena in Windhelm as well, and it might very well be the same kind of thing -- try stuff, it svcked, delete the references and forget the objects. It's not like the Arena doesn't exist, you just lost the access point.

Mainly for me I had good memories from playing Bloodmoon. I also want to see how much it changed over the years with updated graphics. There's also numerous dunmer that live there.

Some dragons were given amnesty and used in the Imperial army.
There is a dragon in the Redguard game thats on the side of the Imperials, who are the antagonists in that game.

I think Tiber also had his own dragon.
I cant really remember where to find those references atm. but the Starlover′s Log indicates that dragonriding was, if uncommon, a tactic used by Imperials.
