Pure Mage = OP?

I am really no fan of calling it "abuse".
Come on, people should have fun and it is a valid game mechanic. If they want to reduce their spell cost 100 percent, it's fine by me.
Bethesda should have came up with a better design, though, I give you that.
They know about the free spellcasting effect, its hard not to notice if you test alchemy. This don't make it an exploit.
The fortify restoration potions and re equipping fortify alchemy gear is an exploit as its an bug.
Had been simple to cap spell cost reduction at 85% as armor and resistances.

Never thought of it that way, holy shi* you just inspired me to make my own survival mode, granted it will be hard when im about to die to take the death and not use the potion but [censored] it will be a challenge, lol, this will be fun now to choose a build
Well this get's abit off topic, but you could make a character that lives in the wilds. Maybe get bounty on your head in every city so that way the game ''forces'' you to stay out from the cities. Some short of ranger hunter dude who hunts his own food, that supports the idea for you to make food instead of potions. Make poisons for arrows so your prey doesn't escape from you. Trade some of your loot in smaller villages that doesn't have any hold guards in them. It's fun..

Um, I think you just discovered the plan.

Agreed...for a destruction focussed mage, reducing magicka cost is exactly the same principle as an archer build taking more arrows.

Conversely, there aren't too many archer focussed builds that are successful if the player limits themselves to only a handfull of arrows and no perks or boosts...the skill itself can only take you so far.

But, the game isn't designed to have polarised builds, regardless of a primary focus, there has to be a multi-skill approach to some extent.

However, my view of 'OP' builds is quite simple, following two basic facts: 1. Your build is your responsibility, and no one elses; 2. Your character is a larger than life world saving uber-hero, of course he or she is going to eventually get to be OP.
