Of course it is fair! 6 is the standard RPG party size

Just started the Dawnguard stuff this week with Thandiwe, one of my Redguard mage siblings. (Her brother, Jerem, is investigating the Dwemer. He's also the Arch-Mage, so he assigned Thandiwe to find out what's going on with the vampires.)
