Skyrim is, as every other TES game starting back at Elder Scrolls: Arena, is and always will be.. What you make it...
You CAN make it an action filled adventure game.. Or you dont..
Most other games (See Diablo for example) you are pretty much forced into what you are "suppose to do". Which i hate..
Couldnt have said it better myself. EVERYONE Listen to this guy cause he has got it all right. And this is exactly what todd howard has been trying to tell us since skyrim was announced. Go make your own story not rely on a quest that defines your character.

Skyrim has a story, one that your can either interact with or not. IMO if they crammed the storyline down your throat it would be harder to RP. Not everyone want's to do the "main quest" which would be your main story. They want to be able to go their own way and do their own thing. Their are multiple stories in Skyrim, if you really want to look at it that way. You can find RP reasons for your character to do any combination of questlines or all of them or none.

I never played Diablo 1, 2 or 3 so I can't compare. Everyone has a slightly different take on what is or isn't a RP game. To me it isn't all about following "their Story", I want to be able to play my own story. My Hunter/explorer has probably broked half a dozen quests IF she was following the storyline, but she's not she's just exploreing, so I don't have to worry about it. No Dragon's, no questlines period, if TES made a really heavy story oriented game, I would have a hard time if it wasn't just impossible to play her w/o haveing a storyline crammed down my throat.
Ok this guy to. Wow this thread is attracting some true TES roleplayers

Well I suppose it comes down to what you consider an rpg. For me Skyrim is only slightly an RPG, since it has no choices, consequences, no character development, no exemplary writing or quests. I dislike classing games as RPG's only in terms of leveling and stats and such. Story should be the main focus in any rpg, in my book. And Skyrim has definitively not put story first.
Are you sure your playing skyrim. Ill admit they didnt put story first but...No choices and No character development. i do believe i was given the choice to kill Parthanaax(probs spelt wrong). Which i didnt because hes awesome. And I do believe my character becomes not only stronger but more in tune with the world around him/her.

Well though stories in games are my main pleasure in gaming, I've not got any to play at the moment and Skyrim has other fun elements for me to enjoy. But I'm just dissapointed, it could've been a great classic if Bethesda had used the, what, 5 years? they worked on skyrim in a better way. Skills could've been more fleshed out, characters could have arcs, the game could be balanced, stories could've mattered, quests might've had actual choices and consequences and the dialogue might've not svcked.
