My Solution on Draugr

They do for me. Well, there are some instances when they rise before I get there. Must have overlooked that in my post.
No, I mean they often don't rise until:

A. I make a lot of noise
B. I wait a bit after seeing them or I walk past them
C. I click the activate toggle while looking at them

This is a very bad idea, in my opinion. Most of the game's combat seems to take place in dungeons... and what good is the combat if you're forced to constantly waste one of your equipment slots just to stand a chance of seeing?
Why even have torches in the game then if you're never going to need them?

Sure, some people are going to want to parade through every dungeon with their dual-wielded swords, but I think there should be a compromise... with some dungeons being very dark to the point of needing a torch, and others being fairly well lit.

Yes, you are right, they are not scary at all.
The ghouls in Fallout 3 where scarier because of their growls and heavy breathing, and the scenery was much darker.

I'd say it's because they can still be incredibly useful in the dark sections and corners of any given dungeon or if one doesn't want to strain their eyes scouring for certain things not too easily seen. There's little point in playing a video game, in my opinion, if there isn't a whole lot of clear video to go by. Pitch dark doesn't work... ever.

That too would be nice. Don't give them swords, etc. Instead they'd pick them up. I guess on the walll? Like swords could be tomb decorations.....
No, the dead having weapons is very appropriate in this case, they would be buried with a weapon.

Whenever I walk into their room, they just rise. Don't know why. I don't remember a time where they were late rising. I guess its just me. (By me, I mean my game/character/whatever you want to call it)

chaurus...lovem em especially cause they often come in groups and you cant really sneak up close on em

Have you found that big ole nest of them? I swear I came out of that nest with over 200 of their eggs haha

Those Chaurus in my opinion are second to the spiders for me... those things just creep me out and I never know when one will descend from the ceiling in a room full of spider webs...

I play a thief character who avoids combat. I sneak by them all the time and they never wake up. If you walk in regularly, they hear you and wake up. Simple as that.

Noticed that if you walk slowly sometimes they won't wake up until you get closer. But since most people run, they wake up once you come near.

Ok, maybe pitch black is a bit extreme... but still... http://media.giantbomb.com/uploads/12/127031/1819834-skyrim_new_03.jpg is just far too bright for an ancient crypt. Imagine how much more atmospheric that scene would look if it were darker.

Agreed. It should be less lighted.
